Oil Industry Safety Directorate (OISD)


Oil Industry Safety Directorate (OISD) is a technical directorate under the Ministry of Petroleum and Natural Gas, Govt. of India that formulates and coordinates the implementation of a series of self regulatory measures aimed at enhancing the safety in the oil & gas industry in India. Main functions & responsibilities of OISD are:

  • To oversee the implementation of all the decisions of the Safety Council
  • To keep abreast of the latest design and operating practices in the area of safety and fire fighting in the hydrocarbon processing industry in the developed countries, so as to develop standards and codes that would be suitable for the conditions in India; 
  • To liaise with the statutory organizations on current views and developments and help evolve a concerted effort for the industry; 
  • To carry out periodic safety audits, review, suggest procedures for improvements and report on the implementation of the suggestions to Safety Council; 
  • To review practices in the storage and handling of dangerous chemicals and ensure compliance with latest standards;
  • To Specify critical drawings / layouts that need to be vetted by Safety Specialists at the design stage and carryout spot checks of design standards based on site audit findings to serve as feed-back for establishing new standards at the design stage.

Standard development activity:

OISD formulates and standardize procedures and guidelines in the areas of design, operation and maintenance of safety and fire fighting in the hydrocarbon processing industry as also the creation of new assets with a view to achieve the highest safety standards.

The standardization cover safety, health and environment aspects related to process design and operating philosophies, plant layout and fire fighting facilities and Design, inspection & maintenance procedures for all equipment in refineries, crude stabilization units, Gas-LPG plants, marketing installations and cross country pipelines covering the exploration and production, refining, transportation and marketing of all petroleum products.

Six OISD standards have been included in The Petroleum Rules (OISD STD 105, OISD STD 116, OISD STD 117, OISD STD 118, OISD STD 141, OISD STD 156) and Five OISD standards have been included in  the Gas Cylinder Rules (OISD STD 144, OISD STD 150, OISD STD 169, OISD STD 179, OISD STD 210)

Regulatory Activities:

OISD act as competent authority to exercise powers and functions as stipulated in Petroleum and Natural Gas (Safety in Offshore operations) Rules, 2008 to enhance safety in offshore regulations.

OISD is a member of International Regulators Forum (IRF), a group of leading offshore safety regulators of the world. Aim of IRF is to drive forward improvement in offshore safety through collaboration, joint programmes and sharing information in the global offshore oil and gas industry.
