Telecommunication Engineering Centre (TEC)


Telecommunication Engineering Centre (TEC) is a technical body representing the interest of Department of Telecom (DoT), Ministry of Communications and IT, Government of India. TEC deal with visualization and strategic positioning of future telecom sector in India, technological forecasting, assessment, and specification of next generation network elements

Standardization activities of TEC:

  1. Prepare specification of common standards with regard to Telecom network equipment, services and interoperability. Published specifications of TEC are of three types namely Generic Requirements (GRs), Interface Requirements (IRs) and Service Requirements (SR).

    Formulate Standards, the associated conformity tests and Fundamental Technical Plans

    So far a total of 624 Technical Specifications are formulated that includes 523 on Generic requirements, 65 on Interface requirements, 13 on Service requirements, and  23 Standards.

  2. Providing technical support to DoT and technical advice to TRAI & TDSAT and interact with multilateral agencies like APT, ETSI and ITU etc. for standardisation.

Certification Activities of TEC

  1. TEC also provides services for issuing Interface Approvals, Certificate of Approvals, Service Approvals & Type Approvals  and Testing facilities for evaluation of telecom equipment against mandatory requirements to the Indian as well as overseas telecom industries.

  2. Conformity Assessment  

    TEC has been appointed as the Designating Authority (DA) on behalf of DoT for Telecom Equipment. TEC as DA will be designating Conformity Assessment Bodies (CABs) / Certification Bodies (CBs) located in India to perform testing and certification of telecom products.  The role of TEC as DA is also to recognising Foreign CABs/ CBs located in the territory of MRA partner to perform testing and certification of telecom products to India requirements. The procedures and criteria for designating Conformity Assessment Bodies for testing and/or certifying to the MRA partners and also for recognising Foreign CABs/ CBs designated by the MRA partners to certify to Indian requirements available at http://www.tec.gov.in/conformity-assessment/

At present India has Mutual Recognition Agreement or Arrangement (MRA) with Singapore in Telecom Sector. IDA Singapore has scheme for recognition of CAB / CBs which gives details of their Telecom Specifications and Test Procedure.
